In response to the Governor's Executive Order D-5-99, SWRCB staff has compiled a statewide map identifying areas which, because of hydrogeologic conditions, are more vulnerable to groundwater contamination from MtBE and other potential contaminants. The map shows areas where published information indicates a greater "hydrogeologic vulnerability" (i.e. conditions that facilitate unimpeded recharge to underlying water supply aquifers). The map reflects a compilation of existing Department of Water Resources (DWR) reports, United States Geological Survey publications, and other published hydrogeologic references to identify the most vulnerable hydrogeologic areas in a particular basin according to published information. These hydrogeologically vulnerable areas were mapped at a scale of 1:250,000 (i.e., one inch equals about four miles). Each polygon is linked to a metadata table which (1) notes the DWR basin name and number, (2) identifies the published source of information (e.g., title, date, author, and appropriate page, figure, table, or plate number), and (3) describes the specific criteria upon which our susceptibility category is based. This map is not intended to be the final arbiter of local hydrogeologic conditions or to override more recent or detailed site-specific knowledge. Rather, it is offered as a first-step, large-scale, robust management tool to help allocate limited statewide resources in a more effective manner per the Governor's order. Please note that the areas shown on the map are not intended to be all-inclusive. The map does not include areas where local groundwater supplies occur chiefly in fractured igneous and metamorphic rocks (e.g. those which underlie widespread mountain and foothill areas of the Sierra Nevada), or in permeable lava flows (e.g. those in northeastern California which may provide primary groundwater recharge). For purposes of this document, groundwater resources in these geologic terranes are considered de facto as hydrogeologically susceptible. Additionally, many small alluvial groundwater basins in regions of the Mojave and Colorado Deserts have not been included due to the sparse population of the area and inherently low vulnerability to MtBE contamination. Delineation of areas in San Diego County was deferred because the county relies primarily on imported surface water supplies. Nevertheless, the identification, addition, and appropriate documentation of any hydrogeologically susceptible areas there or elsewhere that may have been deferred or missed during initial compilation will be encouraged during subsequent review and comment. The draft maps were previously distributed to DWR and the Department of Health Services for hydrogeologic review and revision, and the current version on Geotracker reflects their comments. Results of this collaboration, including revised metadata tables, will be circulated to Regional Water Quality Control Boards, other appropriate organizations and agencies, and other stakeholders and interested parties. Once statewide hydrogeologic vulnerable mapping is completed through this review process, the geographic vulnerability factors (i.e., proximity of potential MtBE sources to the "capture zone" of water supply wells and the density, magnitude, or probability of MtBE releases within a given area) can be added to the vulnerability evaluation by overlaying maps of permitted USTs, leaking UST sites, and petroleum product pipelines. Finally, historical factors (existing MtBE impacts to drinking water wells, documented aquifer degradation from non-fuel sources, and improperly abandoned wells, for example) and political factors (such as legislative or jurisdictional boundaries) can be evaluated in context with hydrogeologic and geographic factors using available GIS coverages or local knowledge.</supplinf>

The map displays where published hydrogeologic information indicates soil or rock conditions that may be more vulnerable (or susceptible) to groundwater contamination.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The map was created due to groundwater concerns over releases of MTBE, primarily from leaking underground storage tank sites. However, areas that are vulnerable to MTBE may also be vulnerable to other contaminants released at the surface.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Data and information used included CA Department of Water Resources (DWR) and US Geological Survey publications. Data from these publications were used to identify areas where geologic conditions are more likely to allow recharge at rates substantially&lt;/div&gt;&lt;div&gt;higher than in lower permeability or confined areas of the same groundwater basin.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The identified areas are associated by a metadata table (in the following pages) which identifies (1) DWR basin name and number, (2) published source of information (i.e., title, date, author, and appropriate page, figure, table, or plate number), and (3) specific criteria upon which the vulnerability category is based.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Groundwater resources underlying designated (i.e., published) recharge, rapid infiltration, or unconfined areas were considered categorically more vulnerable to potential contaminant releases than groundwater underlying areas of slower recharge, lower infiltration rates, or intervening low permeability deposits (i.e., confining layers).&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Areas Outside Basins&lt;/div&gt;&lt;div&gt;Staff did not map areas in the fractured rocks that occur in mountain and foothill areas (e.g. Sierra Nevada), or in permeable volcanics which may provide primary recharge for those areas. By default, the groundwater resources in these areas are considered hydrogeologically vulnerable.
