Service Description: The Council on Environmental Quality developed the "Climate and Economic Justice Screening Tool" (CEJST) to identify disadvantaged communities throughout the United States. The CEJST uses datasets that are indicators of burden which can be related to climate change and the environment, health, and lack of economic opportunity. Communities are considered disadvantaged: if they are in a census tract that meets the thresholds for at least one of the tool’s categories of burden, or if they are on land within the boundaries of Federally Recognized Tribes. The CEJST is managed by the White House Council on Environmental Quality (CEQ). This map shows all of California's census tracts and identifies which tracts are designated as disadvantaged. The tracts that are highlighted in "green" on the map are tracts that are classified as disadvantaged. For tracts that are highlighted in "yellow" are tracts that are either not classified as disadvantaged or partially disadvantaged as it contains lands of Federally Recognized Tribes, which cover less than 1% of the tract, and are considered disadvantaged.
