Layers: Description: This layer has been created by consolidation reports tracked in the State Drinking Water Information System (SDWIS), by the SAFER units. Partnerships Layer Fields:Regulating Agency -  The agency responsible for regulating the system(s) involved.County - The principal county served by the identified system.System ID - The Public Water System ID (PWSID) of the inactivated or consolidated system, an identifier assigned by the state.System Name - Name of the inactivated or consolidated system. System Type - State classification of a system. Options include Non Public (NP), Non Community (NC), Non-Transient Non Community (NTNC), Transient Non-Community (TNC). Due to unrelated data practices, the classification is sometimes changed to Non Public after a system is inactivated. Therefore systems with an NP State Type may have previously been classified as a public system.Connections - Number of physical connections to a water systems distribution infrastructure.Population - Number of persons served by a water system.Activity Date - The date a system actually began receiving water from the receiving/consolidating system, or became active as a new partnership.Receiving System ID - The PWSID of the consolidating, now active system, an identifier assigned by the state.Violations or Issues - Reasons identified by SAFER or the regulatory unit that caused a partnership or consolidation.Funding Source - The main source of funding for the partnership. Multiple funding sources are likely, this data point identifies the main non-private source of funding used, if applicable. 'OTHER' encompasses a number of less common non-private funding.Notes - A created field used to capture information for unique or notable water system and domestic well partnerships.Weblink - The link to a success story hosted on the State Water Boards website, if applicable.Partnership Type - A categorization created by the SAFER unit to identify the type of partnership event. Options include; Domestic Wells Consolidation, Managerial Consolidation, Mandatory Consolidation, Mandatory Consolidation Resolved to Voluntarily Consolidate, Regionalization (multi-system consolidations), and Voluntary Consolidation. Data Notes:Tracking of consolidations and partnerships began in 2016, so there may be some consolidations or partnership stories that have not been fully capture in the dataset.The point locations of the water systems were created using a geocoder and based on the physical location of the water system as saved in SDWIS.
