description: The State Water Board's Storm Water program regulates storm water discharges from locations such as industrial facilities, construction sites, and small linear projects. Dischargers whose projects disturb one or more acres of soil or whose projects disturb less than one acre but are part of a larger common plan of development that in total disturbs one or more acres, are required to obtain coverage under the General Permit for Discharges of Storm Water Associated with Construction Activity Construction General Permit Order 2009-0009-DWQ. Permit applications and reports are tracked in the State Board's Storm Water Multiple Application and Report Tracking System (SMARTS). Permit applicants must file a Sediment Monitoring Plan if their projects fall within a "sediment sensitive watershed," defined as watersheds containing waters listed under Clean Water Act Section 303(d) for impairment by sediment/siltation, or waters with the beneficial uses of Cold Water Habitat (COLD), Fish Spawning (SPAWN) or Fish Migration (MIGRATION). The Smarts_Sensitive_Watersheds feature class represents those Watershed Boundary Dataset / CalWater 2.2.1 watersheds which contain waters which meet those criteria.
